Explanation and solution:
This error can be typically returned when you are trying to list a vehicle (car, truck, motorcycle or a boat) and when a standard shipping or payment policy is selected for it. Please bear in mind, that eBay have separate Payment and Shipping policies for the vehicles, which are a bit different when compared to the standard ones and you would be able to create a new one in when you go to the Business Policies section on eBay. Those policies have some additional fields, that need to be filled in and in order to bypass this error, a new payment policy needs to be created specifically for the vehicles and please see the screenshot below:
