When this error is returned it means that the total package is over 4 lbs. The 4 lbs being calculated includes Item Weight and Box Weight meaning if your item is 4 lbs but your box weight is 1 lbs then this error will be yielded. The solution is to change your shipping type or adjust the total weight of your package if it is indeed 4 lbs or under.
