Freeze 2nd Action/Title Bar

Would be helpful if the 2nd title bar with: Export, New Product, New Kit, Bulk Action was lockable or always locked.  If you search by out of stock items or have multiple items with like skus you have to scroll back up to the top to complete the action. 
Locking/Freezing this bar will allow for quicker edits

    Would a "back to top" button be useful in this case?

    It would be better than scrolling for sure.  Not sure if it would be better than a locked bar only for the reason that sometimes you need to edit other times relist. Having to go to the top would still require you to scroll back down to click the next item for a different action.
